Why not put some in place for tv shows? Movies have them, and in Taiwan the system lets parents know very clearly if a show is suitable for their youngsters. Instead of fining people for swearing, filter the content so that all the easily offended ears and eyes can be shielded in time. The cable guide here has a listing for each show, and its rating. And there are frequent public service ads explaining the system, even though it's been in place for many years. So, for example, Spongebob Squarepants could be rated 'PG-13: may contain homosexual themes', and folks living in the bible belt could safely turn the channel before they're exposed to that kind of filth. They could probably even have a PG-13 (or above) blocker built in to the tv sets, or sold as an add-on, kind of like the 'fox blocker'. Many innocent minds would be spared, and private enterprise could rake in the dough. A real win-win situation. I'd personally like to see a fake news blocker; 'XXXXXXX: may contain government propagannonnda'. If the screams about the tv are real, that is, and not just an attempt to legislate morality for the entire country.
